So I suspect they will be looking to introduce DRM-Lite with only moderate restrictions.
Once embedded into the marketplace, they will then be able to increase restrictions and gently introduce the "view at our discression" limitations.
If a joystick really gave you better control, they would be using them in racing cars, where every advantage is sought. I suspect the primary disadvantage is the lack of feedback. In driving a car at the limit you need to be able to feel what the steering and suspension is doing. Simulated feedback doesn't cut it.
Unsprung weight needs to be controlled in motion by suspension and steering. So, geater unsprung weight has a negative impact on the handing of the vehicle.
Not so much to do with acceleration and braking (though wheel weight and rotational inertia does come into it).

Secondly, why is there uncertainty and what does that mean for the outcome?
Are they uncertain about the mass, the velocity, the chance of an impact with another body first?
There is also the "legal issue" of setting a precedent by officially recognising the consumer's right to format shift the content they have purchased.

I'm not certain, but I would think that these would still work normally if the engine stops.
