This is FUD. While it is true that a lot of jobs are moving to other countries, the US is still the world's largest EXPORTER. This would obviously be impossible if the US were not producing goods. Therefore, there are still many, many jobs in the US.
I don't mean this as a troll, but it seems to me that if the US courts did something like this to a small business man (rather than to Satan), the slashdot crowd would be screaming about Ashcroft and free speech rights.
I don't know about the UK, but in the US, the courts decide.
The difficulty here is that the courts usually take community standards in to consideration. What is acceptable in New York city might not be acceptable in a small town in Georgia. Since the Internet is inherently non-community specific, it becomes much more difficult for a specific community to uphold it's own standards.
As somebody who has worked in the Pentagon and with the policy makers (though not one myself), here is a big FUCK YOU to you and your total lack of knowledge as well as to the mods who gave you an insightful. I was in that building during the Clinton admin and the current Bush admin, and it is FULL of people doing their absolute best to protect you and the United States no matter who is in the White House. You may disagree with the admin, or the way the people in the Pentagon do things, but 99% have the best interests of the U.S. in mind.

Add to all this that the public would need a near-100% safety record in order to buy into a space tourism industry, and we're looking at more decades added onto the R&D and testing.
