    If I remember correctly MIL-STD-1815, otherwise known as Ada83 had all its sample code written that way, and I suspect Thales just went with the flow.

    Does the FCC actually have the authority to do this? Won't they be slapped down again?

    The FCC is part of the Executive. If explicitly directed to do so by Congress, it's in their purview. They got "slapped down" before, because the court said there was no law authorizing the previous effort.

    If your boot partition is encrypted, and you can't boot without entering the password, it's harder to put a trojan or a keylogger on the system.
