Yes if the computer fails it should still work. But depending on the size of the EMP, it could even short out things like the ignition coil, so then you're screwed.

Not only that, but the "heatsinks" are useless. There is almost no gain of surface area, just the tiny amount that is the thickness of the metal.
The temperature is reduced because the large slabs take longer to heat up, as looking at the graphs he didn't wait for them to go steady state, he just waited an hour.
Its just you (and maybe some friends), no real pressure. Plus its an actual trek (ranges from in-city, to some caches are ones that need Scuba or moutain gear or whatever).
And with geocaching you've just got your GPS, a compass, and maybe a topographic map (if you can get one). None of this fancy cell phones with internet to tell you answers stuff;-)
Sure in the US maybe there is some problems with new regulations, but luckily the internet is distributed around the world.
So the internet between most non-US countries will still continue to be fine... and in fact I'd say it would be improved because it will have greater use if hosts move outside the US.
I had an old laptop (486 33Mhz) once, and the hard drive door on it was broken... and all that held the hard drive in was hard friction pretty much, and a little button that didn't always work.
Needless to say, a hard jab could disconnect the hard drive, and even have it fall out of the laptop.
The HD failed eventually... but after many a trips to the floor! Only hit concrete a few times, mostly hit carpet. When it failed it was just sitting there, but I guess it couldn't take the abuse:p
