First of all, our IT requests are on old fashioned paper. The "explain reason for request" areas are way too small to actually explain, and they even have a "date needed" box. Why would you ask for anything other than "ASAP"?
Secondly, my IT department is soooooo smart . . . how smart is it?. ..it's so smart that when I put in a supervisor approved request for an OS upgrade or development enviornment, THEY determine that I don't actually need it. I made the mistake of asking how they determine what I really need and don't need. After the flurry of "who do you think you are?" and "don't question me" type statements, it came down to the fact that they didn't want to buy "non-standard software" like Borland JBuilder, and even Windows XP when it was new.
My frustrations were compunded by the fact that the purchases would not have come out of their budget and that they would not be responsible for supporting it. Our software engineering department has special budgeting seperate from the rest of the company and they figure that we are smart enough to know how to put a CD-ROM in the drive and install a piece of software.
Why were they being so difficult? It turns out that an off-the-cuff remark I made to the company's President over a bunch of beers in a bar in Hannover, Germany, eventually rolled downhill and got one or two people in IT in a little trouble. That happened years earlier, but I am still feeling the wrath of IT.
Lessons learned:
(1) If you get someone from IT in trouble, make sure they aren't around long enough to get revenge.
(2) If your supervisor/manager approves your request but IT rejects it, buy the software yourself and expense it. Just make sure the dollar amount doesn't require approval by the board of directors.
From what I've found, there isn't really an open source graphing calc program. However, there is a TI-89 emulator on SourceForge. I've used similar emulators in the past, but they required a ROM image, which basically means you have to already own the calculator (or borrow one from a trusting friend). You might find other non-SourceForge emulators out there as well.

Patrick Norton on The Screen Savers did just that and within two weeks started receiving mail without ever giving it out to anyone or using it in any forms. So much for the POS spammers saying that the only people that receive junk mail are people that opt-in. They have bots that just create account names to inform all of us how we can enlarge our penis.

With all the Gattaca talk, you've overlooked the most important thing Gattaca taught us:

Set the wayback machine to the early 1980's when there was a one in a million chance that the Space Shuttle would suffer a catastrophe during a mission. We soon found out it was 1 in 62 and that was revised a few years later to about 1 in 55. I'm not really worried about a big rock hitting us because there's nothing that I can do about it, but I just like to keep scientific probability in check.
The 5000 series ReplayTV has USB ports that will allow you to hook a USB wi-fi adapter to it. 4000 series RTVs have Ethernet, and you can buy an Ethernet to wi-fi adapter. TiVos have/will have USB too for wi-fi also.
All this means is that it will take a little more work for radio stations to play new music so often that I never want to hear that particular song again. As far as I'm concerned, radio stations that have a generic and nationwide "every two hour" playlist have done more to damage the music industry than file trading.
Since the deed is already done, my suggestion of getting a vasectomy before your life ends as you know it is a little pointless. However, I have these words of wisdom:
Don't humiliate the kid
Encourage them (don't pressure them) into good study habits.
Get a vasectomy before you make another mistake
I know I'll pi** a lot of people off by saying that having kids is a mistake, but many, many, many lives and marriages are ruined because of kids. More than most people want to admit, and it's enough of a problem that people should stop feeling an obligation to contribute to overpopulation and its associated issues (i.e. pollution, destruction of land, etc.)
Something like that might come in handy here in FL too, but to avoid deep frying the equipment, it might be a good idea to put some kind of heat exchange unit on the oil.

The mass produced CD-ROMs are not "burned" the same way that -R and -RW discs are. There is a manufacturing process that laser-etches the little bits to the surface of the disc and allows for VERY low cost mass production (and the record companies don't understand why we use KaZaa instead of paying $20 for the latest cookie cutter hip-hop artist, but I digress. ..). Anyway, the discs would have to be a certain percentage recordable and non-recordable surfaces which would dramatically increase the cost of discs. AOL would go from paying about.00001 cents a piece to about 50 cents a piece and for those of you that don't have a calculator handy, that's a 50000% increase.
