visual studio's IDE (well if you're a purist you can not use the visual part of VC++) allows you to debug your functions and watch your memory allocation [stack/heap] and registers as you step through. I think this is what you want.

I mainly listen to classical, and I can tell the difference between the WAV and all the way up until 320 kbps, although it gets really subtle at 320 kpbs.
However, with ogg, I cannot tell the difference even as low as 128. I encode around 160 with ogg.

LAME VBR MP3 isn't perfect. I can tell the difference using --preset insane.
