Yes, there is some discrimination going on, but it is very subtle. Most of it is age discrimination though, not racial. Nobody wants to hire older guys, because they are perceived as being too expensive.
In terms of racial lines, it seems to be discrimination against Africans in general and I mean real Africans, people that were born and raised there, because their training is perceived as low quality, compared to other parts of the world.

Most copper mines were closed when the telecom industry switched to co-axial cable and later optical fibre, which caused demand to drop spectacularly some 25 years ago.
The toxicity is propaganda. Plutonium has a half life in the order of 25000 years. It radiates about as much as mild steel made from normal, slightly radio-active anthracite. Some scientist actually swallowed some plutonium once just to prove the point. So, yeah, eating heavy metals is not recommended, but the toxicity and radiation danger is way overblown.

Perl seems to be every Unix hacker's favourite, most hated, language. It fills the huge void between Bash and C.
Yes, that has always been true, also with previous versions of the GPL. That is why you need to include a Copyright statement in your code referencing the GPL.
It is a very strong legal document, based on Copyright law, which is pretty uniform accross the globe, due to international treaties. It was drawn up by a well known law professor, so I would say it is as good as it gets. The plain English used in the document, is OK - you don't necessarily need Latin words in a legal document, although Latin would make it far more concise.
