I used to think like this. When I was in college earning a BS in Computer Science I hated taking all those English, extra Math, Physics/Chemistry/Geology courses. Don't get me started on the Business school courses for a minor (that was the least extra course work to obtain a minor) or all the other extra credit courses. That was then. Now, I'm grateful for having taken these classes. I am able to participate in a much wider range of discussion rather then being limited to computer topics.I have developed interests and hobbies that I would not otherwise have been inclined to pursue and in general I think in a broader context which in turn leads to better code abstractions. The 'fluff' has turned out to be quite useful both in my personal and professional pursuits.
Or just write good code that includes bounds checking.

Never use strcpy, always use strncpy. Make sure the code can determine the size of the destination and never copy more than it can hold. Employ smart buffers that won't let you over run what they can hold. This type of exploit has been to widely known of to simply ignore it. besides it's good programming practice that should have been followed to begin with.
So, get a credit card that lets you specify USD's, pay with that. You'll get the better exchange rate. What does it cost to ship a Mac from Iowa to N.S.W. ?
Maybe Australia started as a penal colony. But I am afraid the U.S. may end up as one: with the largest per capita incarceration rate and limits on court access for certain crimes and secret wire taps, searches and seizures, everyday seems to bring the country as a whole in to a police state. It is difficult to make ends meet with a 40% reduction in pay with no relief from a corresponding reduction in cost of living. if the cost of living relative to the rest of Canada is the same ratio that the cost of living in California is to the rest of the US then you'll be in the same shape as all those Californians living with triple mortgages.
I've seen winter in these areas with lake effect snow. You can't tell me that even these most southern of Canadian areas don't get lots of snow. Chicago gets the least snow of the three US cities you mentioned but it still gets quite a bit. Buffalo is the snow capital of the US! If there's one place in the US that gets snow then it has to be anyplace east of a great lake. If this is typical of the areas you mention in Canada then they still get too much snow.
In a relegated post about the western coast of Canada, I bet that's a really nice place to live. What's the average cost of living in Vancouver? Any programming jobs there? I would imagine that it gets it's share of rain just like Washington state or Oregon. But I could live with rain. It falls, it runs down to the rivers and then it's gone. About all snow is good for is skiing; which trekking up into the mountains for is fine.
Especially snow. Better beer, but way lots more snow. The summers are nice there but winter comes with way lots more snow. Did I mention the snow ? If you like lots of snow most of the year then Canada is a really nice place to live. Not too crowded, laid back, good beer, but lots of snow. Somewhere I came across a statistic about how something like 80 or 90 percent of Canadians live with in 60 or 80 miles of it's southern border: something about even lots more snow further north. I figure with global warming Canada will be a really nice place to live year round in about 200 years.

A 28 year ROI is very bad. I doubt many new home owners could afford to add $14K the cost of their house: which would also increase the ROI time because of the extra interest on the additional principle. This will probably drag out the ROI to someting like 40 years. I doubt I'll own the same house that long. Also, what's the annual up keep on these panels and how well they survive in a hail storm ? In general will home owner's insurance cover losses on these panels ? Lastly I have three very tall and bushy oaks on my property that shade the roof of my home. I'm betting that will cut down on the efficiency of the panels: I will not cut down these beautiful trees.
