From a competition perspective bell is allready forced to allow all of the tiny little ISPs access to there lines for ADSL equipment , we have tones of little tiny hs providers competing for our business (see http://www.canadianisp.com/ for a good list of them) . I mean I dont really want bell ADSL service , it sucks and neither do I want telus ADSL service , I want the little tiny independt companies that I can already chose from:-).
I prefer to think of it as "opt-out" . If they negletected to mention an optout link (or it doesnt work) you reboot there computer untill the mailing list is corrupted and your e-mail address is removed .
If you are using open office the new version has a handy little convert to pdf button , saves all that hassle of the cli (ok I stil use it but it doesnt sound like parent two posts above wants to) .

You seem to be trying to sell to the wrong market . Go for open source software with low licensing fees , that runs faster . I have personally seen 233 mhz boxes with 128mb ram handle slightly bellow those levels of transactions ; and those boxes are a lot less than 50k or whatever your budget is ($50~75) . Honestly just use linux or bsd . Plus come on this is slashdot you should already know asking for help with a microsoft solution will result in people telling you to use linux or bsd.
Havenco is a bit pricy for some one who doesnt charge for there services . I meen were are you going to find $750 USD/MO ? Also thats capped at 128kbs , which I doubt would be a enough for bit torrent , so boost that up to $2,000 USD and you have people using gnutella:-)
It says that a number of the people who were sued , decided to form a class action lawsuit and the judge found in favour of direct TV . Of course it is being appealed but we will see.

I am a CS student and for my math courses everyone prefers latex over mathml and xml documents . If some one doesnt know what latex is you can send them a nicely generated pdf , dvi , or even html document . Latex is a very powerfull type setting language and is the type setting language of choice for most math people I meet. I use LaTeX alot because I have a disability where it is very hard for me to write so I actually take my notes in LaTeX . When you get rite down to it , LaTeX isnt that hard to learn anyways , spend an afternoon with one of the good LaTeX books. I recomend LaTeX: A Document Preparation System</a>[amazon.com]

For all of the IT jobs that can be moved easily (read programming) it has come down to the lowest common denominator for most low quality projects . I say this from experience competing with people from third world countries for contracts , unless you can price your self down to there level you wont get the majority of contracts . That being said some of the better contracts (grand plus) are still staying relatively domestic (north american) because they want some one who they can phone up if something breaks . One majour thing preventing the shift is the lack of high quality english in those countries , right now (even with my english as you can no doubt tell is very 31337) allows me to win some contracts because I can accuractetly understand the proposal and people think I will do a better job. Once all of those countries with cheep labour get good english... I dont know

DSS stands for direct sequencing spread spectrum . There for any dump repeater satelite which would listen to a broadcast from there general area would be perfertly acceptable to use for that purpose.

Could not not just set a limmit as to the swap size for the virus scanner , if it goes over it deletes the largest file and it doesnt go through (If its 4gb of files in a zip that was able to be emailed then its probably some one trying to f* with you:-)
