Why isn't there some sort of community political watchdog site that informs us when things are "quietly passed"? Tell us about everything that's in the works, let us decide what we do and don't like.
Perhaps because the system is flawed and funny mods don't add to karma? Even those of us that dont give a care about karma find the posting bonus useful to get our point across when it matters.

They pay for access to that phone line, what right would a competitor have to tamper with it? Google offers a service as-is. No one pays to use the public Google search. This analogy is flawed.
It's been mentioned already in this thread, but the best analogy is print media. It is very common for someone to purchase an ad when a news story or magazine article runs about a competitor. Look in a car magazine. Article about the new Ford truck, turn the page, full 2-page spread about the new Chevy. This is smart, targeted advertising. Capitalism and Free Market at work. Nothing more.

FWIW, I know that ClickBank (eBook/digital download processor/sales) checks IP address against country of billing address, and will refuse based on this. I know they don't do their own CC processing, so obviously some of the CC processors do offer this.
One of the most exciting features of 8.0 is plperl, their Perl-based server side language, allowing for triggers and persistent storage. On another note, I wish MySQL would catch up to PgSQL. Even if you don't like MySQL, the competition keeps them innovating. If PgSQL is light years ahead, what's pushing them?
I meant to also include that packages that were not picked up by customers could be reclaimed by the advertiser for use in another campaign, etc. These advertisers put out enough packages so the shelves won't be empty, although they don't expect 100% of the packages to be taken.
These other media advertisements are based on CPM or "Impressions". You know upfront how much this campaign is going to cost. This is more like paying to have packages (AOL CDs? Apartment magazines?) made, and leaving them out to be distributed in a public venue. Now one of your competitors wanders along, and takes 50, with no intention to make use of the content. Whether this is theft or not is for a different discussion, but I hope this analogy brings it closer to Apples to Apples at least.
I'm an affiliate marketer.. these places would LOVE to find a reason to get out of their obligations to pay us. Think about it. We send out some spam, net 50 customers for them, AND they don't have to pay a commission? They'd trash us legitimate marketers too but word would spread too quickly and their affiliate program would fall apart.
These are not the gambling sites that do this. These are affiliates. The gambling sites very much frown on spam, which is why some of them won't even accept traffic from e-mail, and other sources that is likely to be spam. But it's quite difficult for them to police traffic sources from tens of thousands of affiliates.

Funny, because when I look at a traffic map I something such as: "Updated: 3:13AM PST Source: Caltrans and CHP" in the upper-right corner.
Someone want to explain to me how a camera reduces traffic? Considering they have no dynamic ways to alter traffic patterns, seems like a royal fucking waste of money and something bound to be abused.
Perhaps because travelers can alter their plans and choose alternate routes based on the conditions of the roads they would have used without this knowledge - therefore not adding more to the mess?
