~128 to 256 KB is the typical CAP for "home" DSL or cable. I have a 768 KB symmetrical (static IP, commercial TOS) connection and it usually tests (throughput) right about there, sometimes the latency is an issue though (that's a problem for VOIP).
Last time I checked, you get no SLA (Service Level Agreement) with consumer DSL or cable Internet accounts. To the best of my knowledge you get no SLA with commercial DSL or cable accounts either (at least I don't and don't know of anyone who does). You have to buck up and pay for T or Frame or OC lines before you get an SLA.
Yes they oversell their capacity. Some places it isn't too bad (my connection), sometimes it becomes as slow as dial-up. I'd vote with my dollars appropriately.
This is one of the reasons I preach minimum privilege needed to get the job done. While it is cumbersome to live up to this under windows, in a corporate network is MUST be done.
I only allow local admin with a demonstrated NEED.

Looks good to me. I'm a little bummed they removed the right click option for terminal shell and it seems that whenever I do a view details of the boot process my video is hosed once the desktop comes up (ATI 200M).
The add/remove programs only seems to work when connected to the web.
Install was smooth and easy, better driver support than windows XP Pro 64-bit edition (thanks for nothing HP, broadcom, ATI & conexant).

Tons of time for updates, reboots, recovery from F-ups due to updates, patches, etc (done during off hours).
With a possible/probable downtime of 8 hours or so during working hours during those 10 working hours over a year. Likely due to unintended consequences from updates, patches, hardware failures, etc.
These requirements are Dramatically different from the 24/7/365 that you started with, which would be appropriate for a large hospital and require a ton of $$$$.
Default permissions on exchange Public folders used to be equiv to full control. Change to Full for exchange admin, modify, etc as appropriate (not sure about defaults on current release of exchange). Remember least permission/privilege needed to get the job done is the goal.

I have a pal who's a paper OCP or whatever he is.
From what I've seen, he doesn't know shit except how to babble techno jargon.
I've sent him a couple of jobs (simple database w/ web front end).
He never got even got a single prototype working. He always silently gave up after floundering around for a few weeks.
I've tried to impress upon him the ability to actually DO IT. I don't know that he has ever even run a play database server.
He just keeps buying and reading more books. Waste of time IMHO.

MTBE was not mandated as "the" oxygenate to use. There were others. Among them EtOH (ethanol).
