I'm pretty sure this will be fixed in a firmware update - it's not that the console can't scale, it's just a programming error where if a device is not found to support the level of currently required display, it trie downward instead of up - the programmer probably never considered there would be deivces that supported 1080i and 480p but not 720p. I had never heard of anything like that, and the only report I've seen of one is a TV at IGN.

They can display 720p natively and while they may accept 1080i and 1080p signals, they are merely scaling them down to 720p. I laugh when I see people talk about their new awesome 1080p TVs that are really only giving them a 720p picture. They'd probably get a better picture leaving it on 720p mode.

The US is still growing significantly because there is a more family-oriented mindset here than in Europe. The European birthrates are declining in many places while the US continues to rise. This is catalysed by immigrants who are mostly Catholic and very pro-family (and often not into birth control).

The number of *legal* immigrants has little effect because it is hard to immigrate to the US legally. The number of illegal immigrants, however, has a very large impact on the growth rate, as per the answer to your second question.

People in the US who can speak the language casually can't even pass a proficiency exam to work as a government linguist much of the time because their knowledge is not in-depth enough. Putting aside the ability so speak a few phrases, the ability to translate text accurately is a much more difficult feat and requires mastery of the language.
They aren't trying to invent some technical masterpiece, but rather to make money off of the idiots at the studios who think this will actually protect their content. They are laughing all the way to the bank either way.
In the issue of a wrongful execution what you are looking at is a wrongful conviction. This is not an issue you can fix by getting rid of the death penalty. Whether a man is killed by lethal injection or dies rotting in his cell, the justice system has ultimately failed him in that case.
