If you are on Linux then the most recently used files should be buffered in RAM anyway (maybe newer Windows are better at this now.). (Of course you can help your kernel by closing unused apps to free up RAM to be used for file buffering.)

But if your best references are a *business* reporter for a right-wing, reactionary newspaper, a business advocacy group, and a Wikipedia page that includes a quote from an engineer: "meaning one that will produce and consume about the same amounts of fuel," then you have not convinced me, for one !!
I am guessing that what the parent real wants is what I would like: the ability to boot directly into the OS (esp. Linux), and not via a 2 stage boot via the BIOS.
Maybe it is some strange (!!) American usage of English, but to me "flatter than a pancake" is a measure of undulations (i.e. a lack of), for example in the landscape. It is not a measure of thickness. E.g. the ice on the lake could be 1m thick, but is usually flat as a pancake !

I think these kind of initiatives will, unfortunately, remain with charities and keen individuals at a local level.

It is *one* country *suggesting* a committee that may (or may not) *attempt* to exert control. And 4 other countries *appear* to be in favour (presumably of the committee and not the control). What the heck does *appear* mean in this case ? Not exactly about to be policy is it !!
