Cities don't license plumbers, painter, interior decorators, electricians, doctors, lawyers, nannies, or nurses. Even though these people need much more training.
Cities license taxi's to control entry to the profession, create artificial scarcity, engender private car ownership and collect revenue. But in most cities, licensing cabs doesn't even pay back the cost of doing so.
So it's all about protecting car dealers, and creating a false scarcity. The only people protected are cab drivers.
I would think the drivers should be licensed the same as taxi drivers, as far drivers licence is concerned. And insurance sounds like a good idea too. Maybe even a criminal background check.
But I find it rather amazing how every municipality around the world is rushing to the defense of existing taxicab services. I wonder about the sheer amount of money that must be changing hands to induce all city governments to sing the same song from the same hymnal in perfect unison. How does that happen? Sure, they have to move high-def movie clips, maybe even entire movies around between their various sites. But anyone stealing that much data would have to be INSIDE their network with a suitcase full of terabyte drives, or outside their network with a couple months to invest in the project.
