  1. Re:No on Are Shuttered Gov't Sites Actually Saving Money? · · Score: 2

Both parties are equally stupid and responsible - or rather irresponsible when it comes to this.

This is a result of the election system that the US has that is far from proportional - it is a "winner takes it all" system which works for the president, but not when you are going to get people representing the people. There is also another failure in the constitution - there's no obvious clause that takes care of things like the current situation.

Of course - the constitution was written in a different time, and they could probably never conceive the idea that the congress was working against the best of the country and instead resort to blackmail. Notice that the best of the country isn't necessarily the best of the people. Taxes come and go and if a decree doesn't work out - like Romney Obamacare it can be changed later.

  2. Re:Experts on In Praise of Micromanagement · · Score: 2

The point here is that not all micromanaging is bad, and not all is good.

And if you are the head of a company you should be aware of what's happening on the floor too. In large companies the awareness of day to day problems is also important because you may actually be able to figure out as a head manager that the organization structure is causing problems. What is good for one department may not be good for the company or the product that the company produces.

Mid level management do have their specific interests, and their responsibility is to look for the good of their department, but that may not be the good for the company.

Working inside a large organization myself I see that the top level management are essentially invisible and trusts their department managers too much. But sitting in the top level management positions it is important to know the core of the company - even informal channels that exists due to necessity. Knowing the existence of informal channels also means that you as a top level manager knows what impact a downsize may have. Cutting the wrong parts to get to the fat may make the company slower.

Just have a number of servers that the requests are routed through at a round-robin schedule and each with a different random number generator for the delay of 20 minutes to 2 hour range. That would make it very hard to crack even if you have one or two flawed RNG:s.

Possible RNG:s, all with their own flaws and problems (who's going to feed the hamsters this week?).

The 20 minutes to 2 hour interval is the time a human needs to properly evaluate a buy/sell situation. Notice that the point is to whack the robot traders. You may of course still have robot traders, but they will need to take a much longer perspective on the stocks instead.

Another question is - how do you solve the 10 minute batches? Which is going to be served first if you have transactions A, B and C in that batch? It may make a difference. You still need to do the random pick and execute them one by one at some point, and if there are 10 shares and A orders 5, B orders 10 and C orders 2 the outcome will be different depending on execution order.

But I like the fee idea on placed orders, but make it one dollar right away - and close the ability to withdraw an order.

How a culture is clustered depends on the habits of the species of that culture.

Humans have the ability to utilize any means possible, and before the 19th century oceans and rivers were the motorways of the world. Roads were at best two tracks with the width of two horse asses. That caused important points to get a denser population.

During the 19th century the railroads became the important way of transportation on land and some additional centers did grow up, especially where major rivers and railroads did cross. Sometimes for other reasons as well.

The 20th century became the century of the car. And all the time the coastal centers have prospered since changing from one mode of transportation to another makes them a hotspot even in our time.

However if you look at another species on another planet things may be completely different. Another species may be more attracted to climbing trees than water - much like cats on Earth.
