The best way to measure the effectiveness of the IT department people is their idle time. If it's too high they are overstaffed, if they are pulling overtime they are understaffed. Tracking issues will cost a lot of time that just wastes money.

An IT person that's roaming the corridors and works inhouse can always stop by and fix things on the fly while an outsourced IT person always has to get the issue through the issue tracking system in order to motivate the salary. By destroying P2P traffic they are doing it to some traffic that has a large part of the traffic volume in their networks and see what happens. P2P has probably been chosen as a legitimate target since it has a considerable amount of "illegal" or "gray" data which in turn means that the number of companies that are affected and buying services from the ISP is lower. Which in turn means that the risk of costly legal suits are held at bay.
So the P2P corruption is mostly a test, not the real deal.
The true reason is that they want to keep the customers to themselves and just tell their customers that they will only get good video if they buy it from them and not any independent vendor.
And this means that everybody has to sit and watch the movies and TV channels that the ISP provides and nothing else - with injected commercials and other crap.
Combine that with information and you have the right lever to overthrow any government.

Is it anybody running a web server with links to downloadable music and films? Is it anyone that thinks it's funny to blow up junk in a gravel pit just to see how small pieces they can get? Is it the guy with untreated multi-resistent TBC that travels the subway every day and can't afford to get treatment? Is it the guy that takes a leak on some flag? Is it anybody that's caught for speeding and walking against red light?

Today the US has one of the more powerful armies and a lot of police available so the need for a citizen to have a gun and being part of a militia is no longer there.

It's certainly possible to ignore all framework and libraries and implement all those yourself, and that may be cool and good for some situations but for other you may be better off by using some of the libraries you hate so much - just because then even some other people may be able to do maintenance on that code.
Application servers and frameworks - well, there are those that are good and those that are bad. Latest version of Tomcat isn't really bad. You may still write your own web server - and no one will stop you, but is it really a cost-effective solution?
The only thing that I have found is that Java can suck sometimes at memory management. You are completely left on your own to the garbage collector - which in some cases will be causing you a lot of headache. Especially if you are in a situation where you know that a specific release of an object will be a lot better.
And I personally think that C is a lot better than C++ since C++ can really be a pain to track down bugs in.
C++ is more or less squeezed between C and languages like Java and C#.
Fortran is a completely different track, and I suspect that maybe some things done in Fortran may be hard to pass over to another language. Some is probably straight-forward and can be rewritten in an object-oriented language while other parts needs a language like Erlang.
Hard to know if that may be a blessing or a curse.
