I would say, it's whoever takes the responsibility to use said software & hardware where human life hangs in the balance. If you write a calculator program, and someone uses it to calcuate oxegen flow rates needed for a life support system, who's responsible when the calculator software fails, and the designer creates an unsafe device based on those calculations? Such as your gun/bullet analogy, the gun is no more responsible than the bullets. It's the individual who decides to put a victim's(as a mugger) or his own life(as a cop) on the line. I would hate to know that my life depends on a Win95 PC's ability to not blue screen. But then, if it was, and I died when it eventually crashed, it wouldn't be Microsoft's fault, it would be the person who decided to base such a critical device on that OS. Someone has to take responsibility for assuring that a device is safe for its purpose. This may be the programmer, the company that makes it, the purchaser, or the end user. This is the way it flows, because blame flows the other way, until it hits the gap where a requirement was not met.

I feel that there is the possibility that people erroneously weight what they read. While it's unreasonable to suggest that everyone research everything they read to the fullest. My post was just to challenge peoples preconceived notions when you hear "Nobel Laureates". It wouldn't suprise me if there were just as many who had major disagreements with the report, but the commentary didn't seem to lead to that as a possibility. I think we all assign a mental weight to the sources of our infomation. Without reminders that these sources are humans who have the same temptations, ambitions, and goals, we do ourselves an injustice. Please don't think that I'm saying this is fact. I just want to open a window where there could be some light.... Or it could be hot air.

What if the report is to protect their reputation? It's feasible that 20 like biased scientists could group together to produce such a report that bolsters their previous findings as well as denounces the policies that were built on research by competing scientists. You can report scientific facts and still ignore other scientific facts that don't lead to the same conclusion and opinions as your own. Such research can draw extremely difference conclusions. All I'm asking is that before you take Michael's "unbiased" commentary for fact, do some research of your own into these 20 scientists and I'll bet that you could draw pretty strong links from their findings to their funding. I'm no Bush Administration lover, but I hate to see science bent for political reasons, to the right or the left. In the end, this could weaken valid environmental science, because we rush to use the data for our own political views. Example? Green Party. They could do more harm than good for environmental protection. And for the record, I get flack for my/. username, but at least you'll know my own biases (which I'm trying to change). I think Kelvin would work better for weather reports. It would be harder to confuse, since 102 deg. F = 312.038885 Kelvin. It would help those still confused by negative numbers (small children). It just fits better, since it's a measurement of heat energy (which is all positive). We would just have a little y2k type issue of more digits on thermometers. Plus, I can say, 104 in the shade when grandpa was a kid, hell, it's 313.149996 now, he had it easy!

Blaming a corporation is like blaming a car for running down pedestrians. Look behind the wheel. I think a big problem is that we keep removing personal responsibility for these crimes. The book cooking CEOs that run these companies, and the accountants that don't stand up for what's right are the criminals who are responsible, and should be treated like the felons they are. In causing people to loose the amounts of money, that equate to vast majorities of their lives that they will never get back, I say send the worthless cheating CEOs to a federal "pound me in the ass" prison! But never blame a business structure for it. There are alot of well run corporations that make great improvements on our lives and society as a whole without the scandals. Without corporations, well, you don't exactly see a Mom and Pop Microchip fabrication facility, do you?
