And yes, this thing is not a robot at all (which/who(?), IMHO, should have a considerable repository of 'senses' to get a grasp of what is going on in the real world (an interesting observation is that this repository gradually gets lost from humans)).

Not to come up with a conspiracy theory (I prefer to think of system intrinsics that 'force' developments along a set of preferred paths), but how would you think one organizes a worldwide cash transfer of ~2*10^12$ (most likely even more) from the tax payer (aka consumer) in days of staggering markets?
Taking advantage of prior art like the ultrasonic shower (Asimov, robot series IIRC) or the sonovac (2001) would be a good idea. Admittedly, I since I first read about these ultrasonic devices decades ago (when there was no such thing like the 'basement geek culture' (??) I am very fond of the idea.

Secondly, it is much more convinient to fence off oneself from presumably necessary actions that will reduce the likelihood of being re-elected by 'fence-research'.

While I support this statement, I wonder how 'human sentience' could be improved by boosting the average (spatial) awareness of the population. My guess is that there is much more potential than in relying on technology (e.g. to build robots).
Probably there is the crux, 'algorithm' implying a certain set of "problem spaces".
Ponder about 'the creative algorithm', an 'arts algorithm' or a 'body movement algorithm', mix in some process oriented thinking and revise your idea of 'causality'.
