The GPL by design obligates one to release the source ONLY when you distribute the code. Use of the code does not obligate you to distribute under the GPL.
Two ways to look at this. One you are letting people use GPL software, but don't want release the code. You could claim this is like distributing it as you are given direct access to the program. This might be a licensing hole.
Second is you are providing a service using GPL software. You are explicitly not distributing the software, you are just using it internally to provide a service. You shouldn't have to distribute it.
There are at least those two interpretations.

If Congress gave NASA $2 billion, that would be more then 10 billion less then their current budget of 12-15 billion annually over the last few years, not including the plan to double it.
I think that the space program should continue as it is, they will be a bit more careful, hopefully this won't happen that much more. Realistically manned Space travel is dangerous, but there are thousands of people who would qualify, and who take the chances to keep going despite the risks.

The problem isn't the lobbyists, it is that Joe Sixpack doesn't vote, and doesn't vote on issues or performance. Campaigns win on flash, and advertising, people who give money, also hire lobbyists. To win an election you have to please them. More money = win the campaign.

It demonstrates the product for you, and builds excitement over it. It's an interactive way to learn about the product, and it is something you WANT to do. I don't want to watch TV ads or read billboards. But I do want to drive sports cars.
The current opt out list is optional. They follow it anyway. Making it legally binding doesn't harm the reputable companies, only those that ignore it now.

But lose the elitist attitude, it isn't helping anyone. We have swarms of people who maintain our systems, from police to plumbers, farmers to store clerks and drivers. It is a busy world with many tasks that need to be done, don't get down on those who choose to do something else, you probaly couldn't do your job without them.
This is why schools get reputations. In Ontario it is rather well known by the Universities which schools inflate and which don't.
I went to a school that didn't inflate, I got in well below the cut off for my program.
This crap only hurts the good students. That being said, there are WAY too many whiners in post secondary education. They don't work, they don't try, they just complain when things don't work out.

No, the Prime Minister is elected by the MP's, generally you'd elect the same leader you had during the election.
You don't lose your seat if you piss off your party leaders, at most you lose any appointments, or even kicked out of the party, but you still remain an MP with a vote, and you can represent your constituents.
The ONLY way a law will pass in Canada is if a majority if MP's vote FOR it. Do you know how your MP voted?
And cancel helicopters they are gonna buy now anyway.

I think the nice tihng about Access is that it lets you have SQLish access to a file.
It is self contained, no server, just the application.
There are many simple databases I would like to make, but having to play with some SQLd is annoying.
Each card can hold a ~$100.
Once you crack the system you can refill $100 at a time, it is like printing money.

Each riding (electoral area) elects 1 representative to the federal government, each elected person is a Member of Parliment (MP).
The political party with the most seats is the governing party, the second most is the opposition.
The other parties don't have official titles.
From the ruling party (generally) all the departments/minitries are run by an MP, the opposition gets their critic for each.
Then they get in a big room, and argue with each other.
That is the house of commons.
