Underrated? That has to be one of the most OVERrated games ever! Soul Calibur's gameplay is very shallow, compared to truly good fighting games like King of Fighters 98.

They did not release in USA many awesome games (Radiant Silvergun, Grandia, Thunder Force V, Castlevania, the Sakura Taisen series, and a lot of shoot-em-ups), or the RAM expansion that allowed Capcom to make pixel-perfect ports of their arcade fighting games.

I've had Cannon Spike... mediocre. It was quite dull, way too short and easy. It took me, what, 15 mins to beat it the first time I played. I returned it to the store the other day.

Two examples: on SHENMUE, there is not much combat, and when it happens, it plays like Virtua Fighter. All ZELDA games have levels with action and puzzles. Still, they are as story-driven as any stat-driven RPG.
I like the way these games play: no hours planning your battle strategy, no menu-based combat, but still as much story developement as regular RPGs.

The original Turrican was nothing special, but the later versions - Mega Turrican (Genesis) and the two Super Turrican games (SNES) - were some truly great-looking, action-packed platformers.
If you really like OutRun, be sure to check 'YU SUZUKI GAMEWORKS VOL.1' for the Dreamcast; this rare (and expensive) japanese game+book pack has Yu's first arcades: Space Harrier, Hang On, After Burner 2, Out Run, and Power Drift.
(of course, try to get a pirated version - it's not like you can find an original copy around too easily, anyway)

The Dreamcast has far superior fighting games, like Project Justice (Capcom), Guilty Gear X (Arc), and The King of Fighters 99 Evolution (SNK).
According to [ http://www.onlineconsoles.com/ ], there are still 13 Dreamcast games online. Sadly, it seems PSO's last US server is going down next month... so, enjoy it while you can!
They had a completed version of Half-Life for the Dreamcast - and did not release it. And a reportedly almost completed version of Half-Life for MacOS - and did not release it. I mean, frankly, if you are not going to release, don't waste money developing!

Grandia 2 for the Dreamcast came with a soundtrack CD (don't know if the PS2 also had it). That was pretty cool.
Mind you, SA2's soundtrack was released in USA... not as complete as the japanese one, but I guess it was acceptable:
