1. what the heck makes you think the infection IS removable? A complete format and reinstall may be needed. Most end-users (90% or more) can't do this and or can't afford to pay to have it done easily.
2. how would the ISP verify that anything had been removed if there's no network connection? I'm certainly not letting the ISP scan my boot drive.

There is no good solution, "computer security" when applied to clueless home users is an oxymoron, and we may be permanently fuched as far as having an open secure and private internet goes, primarily due to government's unwillingness to actually go after the perps. because it's "hard" and YET - we're spoon fed stories that IF true, would lead one to expect that their capabilities would make it relatively easy for them to locate bot-net operators.
So now WE WANT ISPs to be snooping on packets leaving your computer, determining what they are, and acting based on that?

what I'd like to see is the full weight of government going after bot net authors and controllers as if it were a real threat to national security, because for fuchs sake, IT IS.
not necessarily, the managers can be going for short term gains (and sell their holdings) while other shareholders might prefer a more long term strategy.
If they have WiMax, I would get one and not even sign up with a cellular carrier, I'd get Clear's WiMAX and keep my old phone for if I'm going out in the boondocks or traveling away from WiMAX coverage. OR maybe I'd get a pre-paid SIM chip for occasional use "just in case"

what is actually happening is far worse than than throttling, it's providing an unusable network connection, and I'm looking to move to an alternative ASAP. suggest everyone else do likewise.
