Okay, how about if someone does say so-and-so should be shot? Paul Kanjorski said it of Rick Scott:

"That Scott down there that's running for governor of Florida," Mr. Kanjorski said. "Instead of running for governor of Florida, they ought to have him and shoot him. Put him against the wall and shoot him..."

Yes, I excerpted the quote. Read the entire quote, and make sure to keep reading what's after the quote.

So, should Paul Kanjorski be arrested for inciting violence? Or do any words qualify for you as "rhetorical" after they're said?

If I didn't have my own testing results, I would be inclined to agree with you. Yes, spinning platter I/O is tremendously sloooooooow compared to CPU speed. But that actually means the quality of the I/O scheduler gets magnified by orders of magnitude, when its decisions are reflected in disk head movement. On both my systems with spinning platters, the XFS+CFQ clash is completely reproducible.

That said, if you can spare a partition or two on your Linux system, I'd be happy to receive any feedback about how well, or badly, XFS+CFQ behaves for you. If you wish, contacting me privately is an option via the link in my earlier comment.

It's more than that. Since most Linux systems use ext{2,3,4}, CFQ is designed to behave very well with them. However, XFS and JFS do better with deadline or no-op. In fact, on my Athlon 64 X2 w/ 4G RAM, using XFS and CFQ at 2.5GHz did worse than XFS and deadline at 1GHz. Yes, CFQ and XFS clash that badly.

If a fuel tanker had overturned on a campus street, what would the school have done? Notify the authorities, help secure the area, and pass word to the departments, so they could inform their students about the danger.

That they didn't do so in this case, so the school shares the fault with the members of the mob who were trying to use by-standers as human shields.

Here's a clue: The protesters were twice ordered to disperse, and they refused both times, instead assaulting the officers giving the order. That alone would have been reason enough to open fire, immediately. By the time the Guards actually did so, the protesters had been duly warned, given the chance to comply, and were clearly not complying.
