There are enough laws and means to discourage speeding: Speed traps, speed limits and on top of that, FINES. Moreover, there are more cars in UK than the country can handle - people are encouraged to use public transport.

This will be open for abuse. Can anyone think of a possible use of this feature?

FYI medical treatment is free in all South African hospitals and clinics. Don't you coside SA to be an 'economically deficient' country???

There are two possibilities here; viz. either a new Dell machine comes pre-installed with "spyware" OR an ordinary user installs the spyware (accidentally or otherwise). If the latter is true, then Dell is not at fault.

However, it might be true that as part of some new marketing maneuver, new Dell machines come with some kind of spyware pre-installed. Obviosly they wouldn't want anyone to remove this. Has anyone tried to change the default home page that comes preset in a new Dell PC (in IE of course)??

Wait, just wait a minute. I (as a South African - third world country) feel very much offended here! If a company decides to outsource, the following need to be met:
    1. Standards must not be compromised
    1. Company must save (most of the time), AND
    1. Company needs to
    2. PAY for the services
Another point that you need to bear in mind is that most third world countries import their hardware (and sometimes software) from developed countries, e.g. USA. Our Hardware is subject to the ocassional "crashes" just like yours. Not more, not less. Believe me, security is as much an issue here as it is there! The fact that I'm using slashdot ought to count for something!
