It's Wall Street who is essentially devaluing AAPL with a low PE.
If AAPL had a PE the same that AT&T did (which grows much slower, but a bigger dividend and much smaller earnings) then AAPL's price would be around $1250. Which shows how Wall Street actually punishes AAPL for not playing the analyst game.
