In this sense, Fascism refers to corporate control of government rather than the other way around. Thus "fascist govt control" and "private industry monopolization" are hardly opposites.
At least with "public ownership" you can vote, hold office, campaign, and otherwise affect policy. With private ownership, you are pretty much SOL if things aren't going your way and you don't have the purchasing power to make a difference.

Perhaps the intent is to keep implementations of Visual BASIC from springing up on other platforms. A great deal of software out there is still written in VB and this code often stands in the way of getting off of Windows for good.
