Since the majority of the traffic measured will be YouTube and Facebook, this will be an excellent tool for these companies to statistically prove the ISPs are throttling their traffic. Useful traffic patterns will be dismissed as statistical noise. More wasted tax dollars at unwork.

So immigration policy is too lax which must be corrected by a security policy which is ostensibly draconian. The pendulum has swung to both extremes simultaneously. Hopefully, the system will eventually run out the energy required to maintain both extremes.

Most Americans these days are over-pampered self-absorbed malcontents. If the poles are not out in front where crews can service without going on property -- or even using predefined right of ways -- too many people complain or sue for negligible property damage.
Where I grew up, the power poles ran on the property lines behind and between the houses. Once, lightning took out the transformer on the power pole [great light show and high speed spark ejection]; and people were willing to take down the fence, put the dogs in a kennel, and remove landscaping which had encroached on the power pole so the crew could replace the transformer and other service. Today, I expect everyone shows up with a digital camera to document "property damage" to file for compensation for landscaping which has illegally encroached on the equipment.
Many places various issues prevent burying the power cable: high water table, daytime temperatures which do not cool the ground -- and the power cables, or even fire ants.
For those in colder climates, try the heavyweight firehose material pants. Also recommended for winter desert hiking when you can have rain, snow, sleet, and hail in the same 2 hour period.
The good rubberized electrical tape is not available in retail stores. Electrical distributors are your friend here; just be sure you know exactly which variety you want.
3M has done some innovation in the types of available electrical tape. Try some of this. I stopped using standard electrical tape years ago. I have shown more than one "electrician" how the rubberized tape is more effective and easier to use than standard electrical tape. No more 15kv shocks from your ignition system or other high voltage sources.
You mean let my local municipal government build a last mile connection to my house. This has been tried. The regulated profits of the regulated monopolies provide the incumbents with the ability to write off litigation costs -- regardless of the source of those litigation costs. Those of us who would prefer a municipal network are instead forced to pay the legal expenses which prevent municipal networks.
Ther are tools that make things easier for "quickly maintaining" what you want, but fine tuning is always breaking out a real set of tools and making adjustments.
What about the drivers? Fuck them. They don't even know what a fuel system is and don't care what it is, don't care what fuel injector is outside of "it makes the car go," don't care what a master cylinder or caliper is, and mostly don't care how an ignition system works or even bother to learn how to navigate with a stick shift. Most of all, they cannot be trusted to reliably drive in reverse without somehow screwing up, even if the do it every day.
This is why your auto mechanic treats you like someone who just got off the short bus.
I reported a Morpheus scanner running on an EC2 instance last week. I have not received any response from Amazon either. Of course I am not an EC2 customer, so I don't expect any consideration. But, if no response is forthcoming, I expect I won't be shopping at Amazon in the future for more pedestrian needs.
