It is called VOD (Video On Demand) not Tivo-ing and is referred to as a DVR not PVR. Time-Warner have one of the best systems around right now for VOD. I have a free huge library of hundreds of videos at my disposal to play HBO On Demand, Cinemax, Showtime, TMC, Starz, Local news On Demand, Dodgers On Demand. There are dozens and dozens of these On Demand channels just filled with full seasons of your favorite shows ready to play and you don't have to wait for them to be recorded. As soon as we get rid of that stinking old analog system the VOD library is going to get a lot bigger and we can soon get some HD content served up within next 4 years.

Oh yeah dish service can never really do this because it basically requires a two way communications to serve it up, especially the bandwidth and multicast. Satellite tried to copy the VOD with some newer boxes but what they basically did was record every single movie or popular stuff the last 24hrs to the DVR so it would make you think it was On Demand but not really.

Earthquakes are not as devastating as they used to be or as people make them out to be in California mainly because of home building code improvements and overall infrastructure improvement; mainly just in San Fransisco area where the big one is coming. Cal Edison is doing massive upgrades to the electrical infrastructure in California, so most of the power remains on even in a bad earthquake. Electric towers(strong A-frames/etc) and poles are buried deep(20 ft+) in the ground; they will not be easily knocked down unless you are at the epicenter.

Hell during the North Ridge quake we didn't lose power but instead watched the news people in the morning start looking around as the studio shook and than you heard the earthquake approaching which sounded like a 100 freight trains coming at you, pretty hilarious and later on that day we went to Knott's Berry Farm where all the rides were still working.

I don't see why a generator would be knocked out of commission when it is most likely bolted to the ground and the worst that would happen is it would move a foot or so during movement, most cords are flexible anyways and we Californians can easily survive up to a 9.0+ for most homes.

New Orleans is just basically uninhabitable geographically and it would be pointless to provide power to a flooded city where everything would short out in the water, unless you raise the whole city and electrical lines in homes out of the water. They just have to ride it out unless they can get a temporary cell tower in the air somehow on a blimp/plane.

Living in the Midwest is a completely different story because of the intense storms and freezes they get; even if they had generators you would have to have huge reserve tanks of gas because you would most likely not be able to get out to it to refill. They basically just have to ride it out like they have been doing and find some good neighbors to hang tough with.

How do some of the colder European countries handle some of these situations, although it is hard to compare since the U.S. is a lot larger and some of the communities might be closer together?

Warlords might be dumb but they are not that dumb and they will not think twice before pulling out a pistol to shoot that teacher in front of the kids to make him an example.
Laptops can be stolen also and they basically 'don't give a shit' about them, so that will most likely means being destroyed or used as a weapon.

I predict in some of these African nations the local muslim population will see these laptops as a threat from 'the man' and we will see on the local news channel a pile of OLPC all burning while the community dances around them. I don't like that tribal attitude also towards education/learning but thats the way the modern civilization works.

Laptops and rice are nice but it doesn't get rid of a warlord or tribal attitudes, an AK-47 might be better in some ways but it is better they get 'some rice' rather than 'no rice' even if the warlord takes some.
Warlords are not going to take rice and sell it on the international market either, I don't know where you made that fact up but that is a very dumb idea. They are not in the trade market but rather in the steal/loot market.

I still like the SNL skit where Will Ferrell play president Clinton; how he explains the warlords and compares it with a sausage mcmuffin.

Wish the world was a Utopia also but there is always somebody who wants power out there, it only takes a group of pissed off villagers to say "hey we don't have any food, but why do these kids have laptops". I just think of the kid who comes home after using his laptop only to have his mother cooking up whatever rodents they could find on the ground to cook up(saw it on National Geographic).

Nobody takes these warlords seriously and everyone thinks you can sit down to have talks with them, it always comes down to we need the U.N./U.S. to come in to solve the problem.

California defines what the nations emissions laws are set at for car manufacturers, well big GM, Ford and others are trying to get the emissions standards lowered for the thirsty cars.
