The Cuban missile crisis was definitely a hostile act by the Soviet Union. We have spy plane photos of the missile they were pointing at the United States. I'm sure the Soviet Union wouldn't have minded if we had parked the whole navy fleet right off their coast.
Most of these invasions were not declared acts of war. We went to those countries for a purpose and left. If we wanted to declare war we could have just took over those countries and set up our own global drug trade.
