I have personally witnessed this happen with my former employer. Higher ups seemed to think that there was some benefit to the company "memory" or "team experience" if we almost brought a product to market. People would argue that at least we now had the experience to do this again in the future if we had to. Totally wrong. Teams were broken up and key players re-assigned. Some people left the company or moved to divisions physically remote from their former bosses. Any reports written could not be used to replicate anything useful and, to be honest, who would write a report explaining the history of an unsuccessful product? It never happens. Real knowledge is lost in a barrage of wasteful spending.

Assume for environmental reasons that you don't want to burn the docs and you want to recycle the paper. One tactic might be to scrape off the top layer of the doc so the printing is removed. Another method might be to shred the paper so that a human cannot handle the pieces for re-assembly either by making the pieces really small or by tearing the edges so they are too hairy to fit together.

    Drug company strategies:
    1) Drug companies should go back to inventing diseases like restless leg syndrome or pre-osteoporosis (osteopenia) instead of new drugs. It will be safer for all of us. Maybe not.
    2) I have noticed the latest tactic is to get people to start taking drugs in childhood and keep them on it FOREVER.
    3) Make drugs that are very expensive where you have to wait 6 months to see if they work.
    4) Keep lowering the official safe cholesterol level so more people need statins.
    5) My favorite innovation has to be medications that kill you if you stop taking them.

I think the same people that invent new bank fees are working on new medications.

You can't possible build anything like that in the US (apparently). Sigh.
