Its actually close to the latter. Each locomotive has a controller card in it that picks up the digital signals and controls the locomotive. You program each control card with a unique number. Then you set your throttle controller to that number and control the trains. By changing the number on the throttle you can control multiple locomotives.
Its pretty much the same for other items, such as switches, that can be DCC controlled.
This would make a great deal of sense on the NE Corridor, Washington to Boston, and on commuter trains.
The cheapest way would probably be a wireless lan. Put a wireless router in each car that could contact stations along the right of way, and then route the packets to wireless lan cards in the laptops, either customer provided, or rented by the train crew.
This reminds me of a method to foul up wiretapping in the 1970's, when anyone who ever said the phrase "Peace, Love, etc" had their phone tapped.
Person A, who is being tapped, calls person B, also being tapped. Then person A puts the phone next to a radio with music that would not appeal to the average FBI agent, or a tape loop containing a pro love, anti war message. Then both go away for a weekend, a week etc.
Pity the poor SOB who has to monitor all the tape recorded during that time.
This also assumed that you had a flat rate phone service.
If we are going to be stuck with this crappy law, lets see if we can get the FCC to insist that any filtering software used in public libraries or schools publish what is being filtered.
That way we can know what is going on when a breast cancer awareness site, or the ACLU site gets filtered out.

You can't do this. Once you install windoze on a computer you cannot move it to another computer. Further, every time you reinstall you are supposed to buy a new copy of windoze.
In the not too distant future, windoze will not boot unless you have an internet conncetion. That is so windoze can "phone home" to micro$oft that it is running, and then micro$oft can charge your cretit card for the correct ammount.
Two, in Maryland at least, you can tell the phone company to "lock" your long distance carrier, so it can't be done unless you ask the phone company (local) to do it.
Three, you could tell AT&T to put you on their Don't Call list. Then if they telemarket you, sue the bastards.
And go to the authorities. For long distance you may have to contact the FCC.
For the record, the railroad car should be equipped with a bunch of computers, networked of course, and hooked to the internet with a wireless connection.
And I would also want a Ham Radio station on board.
Gee, when I tell them no, I am accused of being rude, and reminded that they are only doing their job, etc and why do I have to give them such a hard time.
And, last night I was talking to a guy who used to manage a Radio Schlock store, and he told me "continued employment is contigenent on collecting data from a set percentage of customer sales."
I do wish there was somewhere else convient to buy this stuff, and I do miss the old Cortlandt St Electronics stores in downtown New York, now the site of the World Trade Center building.
And, I do believe, Japan has a high rate of teen suicide, often attributed to peer presure to conform, aka bullying.

I think it would depend on what kind of rights the author originally agreed to.
If the author specified that (s)he retained copyright and granted only one time print use, then putting it online is wrong.
If the publisher managed to actually get the copyright transferred to the publisher, then the author would be SOL.

The people at Micro$oft are not stupid, they just think everyone else is. And unfortunately, in many cases they are right!
If more of us would get off our duffs, and research the candidates, and then vote, maybe we could avoid this kind os censorship in the future.
