One hundred years ago trains were the best form of transportation in my area of north Florida. Rail lines were run every ten miles or so with stops also six to ten miles apart. You only had to walk three or four miles at most to get to one. Even in the early 70's a freight train would go by most nights on the line 400 yds from my home.
You are correct in how difficult it will be to wean people off of owning their own homes and being forced to live on top of each other within walking distance of a rail line. Simply building these high rises and cutting services to outlying areas will cost $trillions and strand more $trillions of real-estate.
One way will be to stop permitting new homes and put a 100% estate tax on current ones. As people die the property will be seized and the homes demolished, returning those areas back into forest.

Acceptable other documents such as credit card or student ID can easily be forged. With little cost or expense those without current required photo ID could be re-registered. The one in hundred who are immobile could have a county worker visit their domicile.
Insurance companies do not make 30% profit, hospitals, doctors, and medical labs on the other hand, who knows. The government pays for national defense, how's that working out? For single payer medical care to work the government pays to train doctors and nurses and then pays their salary. The government owns and operates hospitals and medical labs. The government develops and manufactures all drugs and medical devices. There should be no profit in health care.
My wife got her nursing training with a 100% scholarship at a state tech school. She does home care for severely disabled children. She happened to see the paperwork for one of her cases. The private staffing company she works for is paid $45 an hour by Medicaid for one of her clients but they pay her $16 an hour, imagine this for all Americans. Not only does Medicaid happily pay high charges for care it also spends billions for unnecessary or fraudulent charges.
That is why DVR's were invented. I prerecord what I want to watch then keep the remote handy and hit the jump ahead button a few times and continue watching.
This for my satellite TV, my Internet is over satellite also because I never had any cords to cut. With only 50 GB a month streaming services are not an option.

Then there are care workers, my wife is a home care nurse for disabled children, they require constant attention, no way to shorten the day. Sure, you could hire more nurses to spread the load but the company needs 10 more nurses now. Immigrant nurses only want to work in hospitals.
I guess every national leader for the last 70 years has been retarded. Our system of roads benefits the most people, Most people are poor so the few rich pay the taxes that fix the roads. Ah, socialism.
So using trains and repairing railroad tracks would be cheaper than using trucks and repairing roads? Sure you can add taxes to make one method cost more than another but ultimately the consumer pays either way.
No matter what would have been best if done 50 years ago we now have roads everywhere. The roads can't erased, at least most of them. New rail-lines would have to be crammed into an already crowded landscape.
Money received from sovereign wealth is not taxes and the government controlling natural resources is not socialism. The natural resources belong to the citizens of the country. The profits from the sale of those should go to them.
The US federal government does not do that, instead it gives the resources on public lands to private individuals.
