Microsoft stopped developing IE because they didn't need it anymore
They swiped out Netscape and then there was no need to keep developing something so bad coded as IE was(is)
They don't care so much about legal things. Anyway, they always end paying, and they have LOTS of money, so...they don't really care

microsoft does not support standards, or at last, it does not fully support them and has created it owns standards, changig basic stuff
