Signal-controlled roundabouts simply exist when the level of traffic exceeds the capacity for free flow across the roundabout and/or when heavy traffic coming on from one ramp primarily exits on another and thus prevents other users from getting on between the two.
An example of a roundabout that needs to be signal-ised is the one at the end of the M50 at Lepardstown. All traffic coming off the M50 southbound, tends to go down Lepardstown road. During rush hour, virtually nobody coming from Sandyford Industrial Estate or Brewrey Road can get on. A lot of these people want to go northbound. Total mess...
Some would ask, why not just have a normal junction? I suggest a roundabout that is signal controlled during periods of high traffic volume, give each entrance a fair share of time to get on, but then revert back to normal (traffic lights could flash amber) in normal or low traffic volumes.

This empowers existing solutions that use.NET cryptographic services to be easily modified to use smart cards"
Some sites need the javascript to redirect the user from an SSL to non-ssl pages. If it's not client initiated an annoying "You are about to be redirected to an insecure site..." pops up. Consider this situation: a site that just wants to use SSL to accept user credentials for login, but then send them to non-ssl pages for performance.
Soooo.... despite the Conservatives best intentions, the UK is in Europe. Anyway. It only takes one CD. Quick check Kazaa, hmm 500+ matches. Idiots, when will they learn?
Looks like Skype has a bunch of proprietry licenced IP stuff in there from Global IP Sound AB. That aint free. Maybe "just some programming" is actually a lot of complicated programming.
Yes. A bomb is not a bomb until someone figures how to make it explode.

You've a slow computer / net connection?
normals are a subset of people. i.e. normals infer people, but the converse is not true.
abnormals?
But do you burn bread or dry your hair for hours on end? At the end of the day your bill is measured by how much kw/h you use.
