He is saying that someone has to get "information across different government programs" in order to find the info they want. I don't see how creating mobile apps helps that, seems like simplifying the number of programs a user interacts with would. As to which to "ditch", that's a completely different argument and one we've all been having for decades, and probably will continue too.
