    Give both systems limited amount of time and money. X dollars to buy hardware (and maybe software). Y hours to set up and tune the systems. After that run the benchmarks. The system that wins has pretty much the best bang for the buck.

    Nothing new here. Think Yahoo directory! You pay them to get your paper reviewed but this does not guarantee publishing. Some magazines might be more picky than others but that is also case with pay to read stuff.

    Some are worried that the independence of the "Beeb" could be compromised, and Conservative lawmakers are worried that it does not allow for enough oversight (leaves it too independent?).

    Seems that both sides are worried. Then it should be just right.

    This is a very good idea. It should make it not profitable to hold patents/copyright just in case you can sue someone someday.

    The details might get very complicated to the point that iti is unenforcable ... but the idea seems great.

    Some people here have pointed out that due to the price of am the bombs made of this stuff would be in the same league with current nuclear bombs.

    This might be true now but I read someplace (sorry cant point to the source) that the price of am can be reduced considerably when the production process is "less clean" than in current scientific outfits.

    Reason is that science needs clean results for their research and experiments but when you need industrial quantities of the stuff you can sacrifice some of the purity for quantity.

    It's like tap water - clean enough for everyday use but not clean enough for scientific experiments.

    And obviously at some point the economies of scale kick in.
