Furthermore, the NT kernel is no longer a true Microkernel. A lot of stuff has been moved back into kernel space. So basically, the NT kernel is a Monolithic kernel with modules, just like the Linux kernel.

The only deficiency the Linux kernel has w/regards to driver modules is that modules compiled for one version of the kernel won't necessarily work with another version. The kernel will complain, but you can force them to load.

Anyway, RedHat has had Alan Cox on staff for a while now. I'm sure they pay him well. And he does a lot of general kernel development/maintenance, not just RH specific stuff.
And he's not the only one. RH generally ships with kernels tailored with their own improvements, which are all released under the GPL.
RH created RPM, which is GPLed. They created a number of other tools for their distro that are ALL GPLed. A number of other Linux distros were originally based on RH Linux, which wouldn't have been possible if their distro was not almost 100% GPLed.
RH has contributed tons of GPLed code. A number of current OS projects started at RH. BTW, what "proprietary stuff" are you talking about?
Now IBM. IBM has contributed something like 10^6 lines of code to the kernel. And as someone else mentioned, a bunch of Java programming tools and other stuff, all released under the GPL.
You know, really, many of the "movers and shakers" in the OSS world these days are employed by companies like RH and IBM.

Sorry... More seriously, what is so great about DirectX? I have used SDL, and it does everything necessary for games. Audio? Does it. Want/need advanced audio features, libsdl.org is a pretty decent one-stop shop. 2d video? Does that too. 3d graphics? SDL integrates OpenGL very nicely.
Performance? I get a couple more FPS in Linux than I do in Windows in games that have ports for both OSes.
First of all, we ALREADY have public Internet access in most libraries. Second, Internet access is cheap; it can be had for $10/month. Computers are cheap; a decent one can be had for $200, and there's always the option of picking up a used one. Taxing bandwidth would hurt the poor, unless you only tax bandwidth that rich people use.
Considering that over 50% of the U.S. population already has Internet access(since two years ago!), I think your solution is in need of a problem.
