    There is also a benefit to having people share a common vocabulary, such as communication in broader languages like English, Spanish, etc. I have a hard enough time communicating with people in the same language!

    I don't get it. I thought it was instantaneous and that number is just a crap number based on distance.

    Yes I believe you are correct. "The moon is a harsh mistress" was the first time I've seen TANSTAAFL in writing. On a side note, I love that book and I would not be surprised if Google started from the concept of the computer Mike in that book.

    On the otherside, an employer or contractor can 'expense' their meals if it's business related. However, I believe there is a percentage cap, based on overall income.

    I think a better question would be to ask how the money is going to be spent, and the main expenses of the project, before saying x amount of money is too much or too little.

    I read the document as well and find no language suggesting anything about TOS violations. In addition, even the summary article was misquoted. It said "if you violate the terms of service on a government website." But I couldn't even find that in the actual draft.

    Israel does not force Judaism on its citizens. You may be thinking of Hamas in Gaza, which has been enforcing Islam and intimidating people to convert to Islam. They have religious police enforcing dress codes and most recently segregated all schools by gender, including private schools.

    To be fair, we have a ton of extremely wealthy people in the U.S. How many billionaires live in Afghanistan? The U.S. has a decent sized middle class and a large social support system, although there is room for improvement. I would suggest traveling if you really think the 'rest of us suck garbage out of a landfill'. Our garbage is full of food & useful gadgets an average north korean would kill for.

    "For necessary expenses, not otherwise provided for, in the conduct and support of science research and development activities, including research, development, operations, support, and services; maintenance and repair, facility planning and design; space flight, spacecraft control, and communications activities; program management; personnel and related costs, including uniforms or allowances therefor, as authorized by sections 5901 and 5902 of title 5, United States Code; travel expenses; purchase and hire of passenger motor vehicles; and purchase, lease, charter, maintenance, and operation of mission and administrative aircraft, $5,144,000,000, to remain available until September 30, 2014, of which up to $14,500,000 shall be available for a reimbursable agreement with the Department of Energy for the purpose of re-establishing facilities to produce fuel required for radioisotope thermoelectric generators to enable future missions: Provided, That $75,000,000 shall be for pre-formulation and/or formulation activities for a mission that meets the science goals outlined for the Jupiter Europa mission in the most recent planetary science decadal survey: Provided further, That the formulation and development costs (with development cost as defined under section 30104 of title 51, United States Code) for the James Webb Space Telescope shall not exceed $8,000,000,000: Provided further, That should the individual identified under subsection (c)(2)(E) of section 30104 of title 51, United States Code, as responsible for the James Webb Space Telescope determine that the development cost of the program is likely to exceed that limitation, the individual shall immediately notify the Administrator and the increase shall be treated as if it meets the 30 percent threshold described in subsection (f) of section 30104."
