1. No, you don't (generally) call "the tower" to file a flight plan. By the way, you are aware that airports with control towers are a minuscule minority, right?

3. No, you don't need to file a flight plan to take of at 99.99 % of the commercial airports in the country.
The only time you are required to file a flight plan for VFR flight is if you are planning to cross the ADIZ - air defense identification zone. This may be the case if you are planning to cross the US border, planning a flight over international water, or are flying in/out of a few select airports surrounding Washington DC.
You can file a flight plan in a few ways. You can file online using DUATS, which of course requires an internet connection. You can call 1-800-WX-BRIEF which will connect you to the helpful, friendly people at the Lockheed Martin company. Since all flight service facilities have been outsourced to LMCO, whom is obviously interested in maximizing shareholder value, filing a VFR flight plan now requires around a one hour time on hold. So of course, no one files unless they have to.
If it doesn't stick out of the slot, you won't be able to receive a signal. That's the antenna, and the the GPS signal is too weak to bury it inside the card slot.
Bulldinky. I bought arount two dozen brand-new name brand CFL bulbs when I bought my house 11 months ago. They look terrible, and ABSOLUTELY take a few minutes to hit full brightness. Within 6 months 1/4 had burned out. Since then, I only use them in my porch lights that stay on all night, and replaced all the interior bulbs with halogens. None have burned out yet, and it's made no noticable change to my power bill.
100LL only presents big fouling issues in engines originally certified to use 80/87, which is of course no longer available. A little dose of TCP at each fillup solves the problem nicely.
That EAA STC? Only good for some little putt-putt trainers. If I'm only burning 5-6 GPH, it's barely worth the trouble to save 75C/gallon. Besides, the STC is rapidly becoming completely worthless. You can't use mogas with ethanol in it, and it's becoming almost impossible to find mogas without it in many parts of the country. Even worse, not all states require labeling on the pump stating ethanol content, so you may be buying "mystery fuel"

In fact, I'd bet that it would be MORE efficient to heat with lightbulbs. The furnace has duct losses due to the air distribution pipes running though the crawlspace.
