Pretty much any project in the real world hasn't. The coders who coded it (did I reall writete 'coders'?) is long gone from the team. The code I see and have to fix is probably written by a guy who is not working for the company since 20 years anymore...
It would make more sense to mail the boss in such cases, or reply to your coworker and add the boss to the list of recipients, and adress him/her directly with two or threesentences and the question how to proceede.
In teams where I have a leading role, all mails where I am on CC only, get filtered into a seperate mail folder. The chance that I ever read them is basically zero.
I go over such mails, before a meeting, to catch up what went on last days/weeks.
I'm all for less time at work but saying that days could be shorter and then assuming 100% output is foolish. Actually it is not. There is a reason why shifts on ships are 4h and not 8h since centuries. I rarely meet a software developer that can focus more than 3 or 4 hours a day. The rest of their 'shift' they do nothing any way, or worse: produce bugs, spoil the repository with faulty commits, or spoil requirements with stupid comments because they are to tired/exhausted to comprehend them. A normal human being is not made to perform 8h at top notch mental capabilities. You need special training for that, like martial arts, yoga or meditation. (that includes pilot training or military training, where people know how to get tired/unatending personnel back to awareness)

This 'question' has nothing to do with agile or not. The question is: does the team need the PO for clarifications during sprint planning? If that is case, then obviously the back log items are not clear enough (acceptance criteria etc.)
Most sprint plannings I joined the PO was happy smiling/grinning in the corner;)
