Once I was asked to check my hand luggage. I told them I had a laptop and they said it was OK. I then asked for written proof that they would be responsible for the laptop in case something happened. They refused to give me one, so I told them I was not checking it.

Taking a look at United's "Damaged baggage" information:

For international travels, including the domestic portions, subject to the Warsaw Convention, the liability limit for delay, damage or loss is approximately $9.07 per pound ($20.00 per kg) for checked baggage and approximately $400 per passenger for unchecked baggage.
United is not liable for damage to fragile items, spoilage of perishables, loss/damage/delay of money, jewelry, cameras, electronic/video/photographic equipment, computer equipment, heirlooms, antiques, artwork, silverware, precious metals, negotiable papers/securities, commercial effects, valuable papers, or other irreplaceable items and/or any item where a liability release was signed by the passenger.

If that's the case, then a laptop would not be covered by their insurance, so I think they're in trouble asking people to check it in.

How am I supposed to know if those IDs are valid or not? I could easily print and laminate something from a different state and "pretend" it's an ID.

It's just an ID Card. The amount of Info in the "ID Card", that's another question.

In my country we had IDs per state and it was a mess. Some 20 years ago they unified the format and now it's better.

On October 19, 2004, Microsoft announced that its server software that is currently licensed on a per-processor model will continue to be licensed on a per-processor, and not on a per-core, model. This policy will allow customers to recognize more performance and power from Microsoft software on a multicore processor system without incurring additional software licensing fees.

Licensing on a per-processor rather than a per-core basis ensures that customers will not face additional software licensing requirements or incur additional licensing fees when they choose to adopt multicore processor technology. Customers who use software from vendors that license by individual core, as other software vendors currently do, may face increased software costs when they upgrade to multicore processor systems. Multicore processor systems licensed on a per-processor basis will also help make this new enterprise computing technology affordable to mid-size and small business customers. ...
