Legal according to whom? I suppose if you have a problem you could take it up with the Lunar Police. Perhaps they'll throw Hope into the Lunar Jail, and he can speak to a Lunar Lawyer about clarifications on Lunar Law.

I did-- I had an Apple IIe in my 5th & 6th grade classrooms, and I did some programming in Basic & Logo on the system, learned some basic hardware skills.
I tucked those skills away for 10-15 years, but I still think that they helped me to solve logic problems, basic computer hardware skills. I majored in science/humanities major in College, but somehow I still ended up being a Senior System Administrator for a number of companies.
Another way to ask this question: Will the students be at a disadvantage if they do not have tools like a Computer in the classroom?
Obviously they need a roof, teacher, books, etc. But other tools can be valuable as well.

Most cell phones are not really sub-$100 devices. Their true cost of a web-enabled phone is often well over $100, but the true cost is hidden somewhere in the 1 to 2 year contract with the provider.
Plus, the interface on a Computer is superior then the interface on a mobile phone for many tasks.
This sounds silly, but the traditional way to "sell out" of an item is to lower it's price. Keeping the price high by artificial fixed prices means that it's hard to "sell out".
I briefly considered buying an Xbox360, but then I saw the price. Forget it. My 3 year old computer provides enough game power for my needs. Maybe I'll buy a used console in a year or two.
The Mozilla Project has some impressive download servers. However, it still seems like they could take advantage of using Bittorrent, but the Mozilla tracker doesn't host 1.5.
Well then, this is a good thing. Maybe SCO should realize that their kernel shouldn't contain an endless while(true) loop-- that explains many problems.
I'm still pissed over the fact that they got rid of their command line installer, among other installer issues. (Like, why oh why do you need a graphical environment to perform a silent install? It's like the marketing department designed the installers)
Generally my production machines don't have any graphical capabilities-- No X, no monitor, videocard or keyboard. Ethernet and a Serial Console provide all the connectivity we need.
If a GUI is required for installation, can I install Oracle on these machines? Does Oracle allow you to do a remote install?
I can't even install the damn thing. The installer (Oracle 9i) crashes 75% of the time-- if I forget to set the "fileHandlerFooBar" property to 95,000 files (or something), then the Oracle installer should COMPLAIN and TELL ME, but instead it encounters an unexpected exception and crashes. Beautiful.
The fact that the 9i installer uses Java 1.1 and I need to tweak a dozen low-level OS settings just to install Oracle does not inspire confidence. This makes sense for a high-end production database, but it doesn't always make sense for a development machine.
I shouldn't need a DBA just to install the software on a test machine.

You sure about that? Men account for a large percentage of their sales-- I don't have the source, but I remember that men accounted for over 50% of Victoria's Secret sales 10 years ago. Many of the ad campaigns, the "Victoria's Secret Fashion Show" are directed at men. I wouldn't be suprised if they tried to do the same on a college campus.
I used to receive Victoria's Secret catalogs, and they knew I was a man. The prices were a good 10% cheaper then in the catalogs they sent to women. There was a failed lawsuit about this a decade ago...
