I use the real time data every morning to determine whether i take i90 to the office, or i290. I use whichever is the least congested, and or change the time i leave for work. This is one of the main uses of the data i can think of.
Another is from the traffic data they can usually determine there was an accident before it has even beeen reported, and use the cameras to find out what is happening. They have overhead signs every so often on all main highways. If they post there is an accident ahead, people will be more cautious and/or find alternate routes.

But proving the software on actual hardware with any possible number of things going on, and with hardware that may or may not contain bugs in its design is much more difficult, if not impossible in the sense it wouldn't be worth it.
The thing that will bake your noodle is people still payed for it even being ignorant to whatever was setting the actual price. If they didn't think it was worth the money, they wouldn't have bought it. So who is right?
I agree with you, except most of the good information also tends to be hidden from the so called 'search' features of state websites. If you know what to look for, and or where to find it on state websites, there is an extraordinary collection of useful data to be found.

I was asked to look for a specific highway reconstruction plan set that we submitted and had been modified and put up for contractor bidding from the state website and print them. Unless you knew to look under letting, and knew the date they put it out for letting, and the obscure naming conventions used there was no way to find it.
If i remember right A lot of the Rational Unified Process can be made into code by the press of a button. I know at least that most of a uml diagram can be directly processed to code by the computer.

Right click and drag in windows explorer (at least winxp, i believe it works in the others as well) and you get a choice what to do with it also.

That seems like a really dump way to develop usable programs. So why is this a good thing for them to donate this again?
