You don't have to imagine that, it is already true, and use it as a solid example. In the US we have 30k+ deaths due to car crashes (82 a day), tell somebody that almost a 100 people a day die doing something else that is less dangerous as driving and they will freak out and never do it.
But at 16 kids are expected, and encouraged to drive. However we only give them a measly amount of study for it. My drivers education was 1 hour a day, 2 or 3 days a week, over the course of a few months. Then there was on road practice. Then you take a 30 question "test", a short drive, and done.....for the rest of your life. (and I truly use test lightly, I have taken the book test 3 times because I moved states and then added motorcycle. I almost failed the motorcycle one because of detailed DUI questions like "how much is the legal limit", and "how long of a jail term is the 2nd offence", no questions on how to proper interact with other road users like bicycles, or how malfunctioning traffic lights are treated.)
Use that example of how little instruction we give drivers and how big of a problem they cause. Then remind people that sex is given even less.
You want to tip the scales in favor of buses, forget the convenience factor. Just start charging automobile owners the true cost of driving in a major city. After all, money talks.

We subsidize private autos so much and then expect public transit to be self supporting. Most places on street parking is free, but if not, it is a quarter an hour. However, that parking still has to be maintained with the rest of the road. "But registration and gas taxes".....doesn't even begin to cover the cost of repairs. Big difference between what is collected and what is needed. Then most of it goes to the freeway system to cover 50% of its needs.
Lets not forget to mention that a piece of public transportation has to be 100% complete and able to replace the "old" one completely. "But the train doesn't go...." right, that is why we have a bus network as well to take you there, if not then use a bicycle (either bring or bike share) or walk the rest of the way.
Sure. A crappy, heavy, low-quality bike, with a no-name component groupset, that you likely won't get your moneys' worth out of before something on it fails, then at that point you may as well chuck it in the recycle bin and get another one. You need to spend more like $1000 to get something of decent quality that, properly maintained, will give you your moneys' worth.
$500 is a common tier 2 bike that involves change of material for frames and upgraded components. Sure touring bikes are $1000~$1500 but the $500 will do commuting just fine with minimal changes
How about the mother of three, one of which is still in diapers? You expect her to, what, stick the baby in a pannier, or in a backpack?
If my phone gets a back door for the police to use to investigate it, then it is perfectly valid for your car to have a remote shut off they can use when they pull you over. Fair is fair right? Oh, and it would be a felony to circumvent it.

In Ohio, you are required to call the sheriff in animal strikes (but not enforced). It adds to the data pool that will be used in determining animal numbers, health, etc. Benefit being that you may be able to take the deer as harvest as well.
