Sounds to me like they are too lazy/unwilling/stingy to upgrade their networks, so as a result they cut off people who they deem to be using too much. Whatever that 'too much' is, likely the local office's discretion.
...when they start regrowing sexual organs. Think of all the people who have had their (ovaries|testicles) be (damaged|removed), then think of how many of those people would give anything for kids. Of course, the flip side is people would also be able to have... enhancements... grown too.

Imagine if a site like Myspace was run by only one person. I'm sure someday a long time ago it was only Tom, but once it got modestly popular the "Webmaster" had to be replaced by the "Web team". More support for Linux is a bad thing how...? Last I heard, Linux was more of a community than a business opportunity. One can say that with Oracle, Red Hat, and IBM all supporting Linux that it's really gone mainstream in a big way.

In TFA, they mention technology and genitic manipulation as two of the precursors for a divergence, kind of like a hangover. Question is, if we have genetic manipulation and the technology to cheaply implement it, wouldn't that prevent short ugly little dumb brutes running around like that?

Although these articles don't specify, it's likely the floating NPP (Nuclear Power Plant) will be based on the VVER design (which is inheriantly a lot more stable) as opposed to the RBMK that Chernobyl used. The RBMK design had a nasty design flaw, which the world became aware of in 1986.
That being said, the RBMK design has been made much safer since the Soviet era, with many remaining reactors being decommissioned soon anyway. So yeah, apparently TFA's author didn't do their homework.
