    It definitely still applies in civil cases unless the plaintiff already has overwhelming evidence to the contrary. However, since we're talking about pretrial discovery here in the case of backups, if the other party can't find the data to support their case they may just drop it.

    But then again I'm not a lawyer.

    My best guess is that they aren't testing anything and just sending registered owners coupons. The fear of a possible fine will suffice to make people more aware of the problem, and should that fail to produce results they could test a small sample of the poop left on the ground and fine those people. Once word gets out that mary jane next door actually got a fine people will believe they mean business and they can go back to doing nothing.

    Why can't the cards have identical mag strips on front and back? That would prevent any misorientation issues and also add redundancy.

    I've had a knife stolen out of my checked luggage before. It wasn't worth much money (about $60) but it carried a great deal of sentimental value. I never placed any sort of claim for it because i didn't actually have any proof that it was in the bag. There was however a handy little TSA "we searched your shit" brochure left behind though.

    How do you get the power on and off of the flywheel if it's mounted in a gimbal? Wouldn't adding or subtracting energy be a problem then?
