Secret evidence? I can't event count the number of UN resolutions relating to Iraq's illegal weapons programs on my hands.
And preemptive or not, it doesn't disolve the fact that encouraging US style policies and government on Iraq and Afghanistan will lead to increased prosperity and more cultural understanding on both sides.
