I think you overstate "can have a positive impact on your taxes". Your taxes will be lower if you have an unrented apartment because your income is lower when you have an unreneted apartment - lower income generally results in lower income tax.
So, yes, if you have a very high income, having a decrease in your income might be less of a problem than if you did not have a very high income to begin with, but it really isn't because "you can deduct unrented property as a loss".

Why not just prioritize all traffic by previous traffic used per billing cycle? So light users generally get top prioritization and heavy users get gradually lower prioritization but nobody has to pick a number where it suddenly switches form one category to another.

While you have some control over your own behaviour, your odds of encountering someone else being infleuenced by "the common factors such as alcohol, drugs, mobile phone use, fatigue, bad weather, speeding, faulty vehicle, health issues etc." are largely random - and even more so if you are not a driver. We often have an illusion of complete control over our destiny when we are behind the wheel. Autonomous systems seem likely to reduce many of these common factors in the other cars on the road, so I suspect they will become more common if they in fact do so.

I think most people would agree that, other things being equal, having a higer social mobility rate is better for a society than having a lower social mobility rate. But of course "other things" are never equal, so deciding what should be changed is difficult.

We usually like to think that where you end up is mostly determined by how hard you work and how smart you are and that sort of thing, but unfortunately it is also largely infleuenced by lots of factors outside the control of you or even your extended family or social group.

Nicely explained. Results of similations with various numbers of modified and unmodified males would be interesting. My intuition is that except for situations with a small number of modified males and some bad luck for those starting males, that they would always dominate unless there are isolated groups. I can't see how the unmodifed ones would ever go extinct until all the females are gone, and and can't see how the unmodifed ones would ever increase their fraction of the population - but simulations would give some wieght to those intuitions.
Beneficial mutations don't just happen because they'd be convenient for a species. That's definitely not how evolution works.
The chances of a mutation like that appearing in a dying population are much, much lower than the chances of such a mutation appearing when the population is thriving, because the dying population has far fewer reproductive events in which any mutations could occur. Nothing about their environment is changing - it's the same old New Zealand landscape - so there's nothing to induce a greater rate of mutation as the population dwindles.
But just to reiterate: beneficial mutations don't just happen because they'd be convenient for a species, and that's definitely not how evolution works.
