It's a great idea. Ingrain the idea into them at an early age that they are being supervised, so they will not get away with anything. When they grow up, they will have much stronger consciences, and the world will be a better place.

Also, terraforming there would not be a good idea. We would have to warm up the climate, and before the temperature would rise, the glaciers there would melt, raising the ocean level significantly. The resulting death toll would make the recent tsunami look like a small splash. The same thing goes for draining the Mediterranean. The water has to go somewhere.
Eventually, we will have to expand out into space, if not for practical reasons (natural resources, living space), for psychological purposes. Throughout history, people have constantly been going west because of the belief that it was their duty as humans to control the land out there, an idea commonly known as manifest destiny. Now, if we go any further west, we'll end up in the Far East. The only direction lefr is up.
An entire universe is out there to explore and bring civilization to. All we have to do is grab it!
If this thing really works, then if it predicts major disaster, we could take steps to prevent it. But this would mean altering the future, and causing this device to have predicted something different, which would mean we would not have prevented the disaster. See the Catch-22?
The ancient Romans had a solution. In times of crisis, they would consult the "Sibylline Books," which told of the future and what to do about it. But they would consult them only in desperate times.
Granted, Rome fell, proving that the Books were just fluff, but if this Sibylline Device really works, we should only use it when we absolutely have to.
What would revive Enterprise is a major plot twist - making one of the main characters switch sides. To find out that she was a Tal Shiar operative all along or something would be great.
The leaves already have a somewhat waxy coating: the cuticle. If genetic engineers could find a gene that could strengthen it, the problem would be solved.

To the Republicans ranting about Rather: You guys won! So why haven't you dropped it already?!
We are all very strong in our opinions about the election, but we should be careful where we vent. Here is not the place, especially in a discussion about the open source philosophy.
Maybe we can use this to design new power solutions for notebooks. Instead of using a Li-Ion battery, why not have your computer run off of a smaller version of this?
Although I hope this plan goes through, I understand why Enterprise has been cancelled. The characters (or perhaps it is just the actors) are terrible and the plots are only beginning to be okay. The show needs to be rethought and redesigned.
The Next Generation and Deep Space Nine were excellent shows, having complex, believable characters, addicting plots, and being just plain great. Voyager was somewhat good near the end, but never measured up to the others. Enterprise sucks, but so did the other serieses at first.
Let's give them one more chance to try to make a tv show worth watching, even if it means replacing much of the staff. New people will have new ideas, and this will revive Star Trek.
