I don't know what the significance of the date is, it came from TFA. But unfortunately for you (as was clear to everyone else) the date in question was the date of writing or publishing. If you think about it, if it meant the date of reading, it would be fairly meaningless wouldn't it? Because while the former happens once per work, the latter is different for every person.
P.S. lessons on English comprehension are generally more acceptable from people who know the difference between "to" and "too".
Come on, the EU's a government just like any other. Contractors on big government projects like this usually find efficiencies, reductions of the scope and other ways to make savings. So, I confidently predict it'll be less than 1 million.

In France and Belgium the streets are filthy. And as it's EU money, it's coming partly from them. Which part of "Don't send me the bill" do you not understand?
I wouldn't say it was his best anyway, but I think Wyndham's stuff isn't flash-bang-technobabble enough for some. But then some people think "Independence Day" is a good movie.

How much extra business do you think they'll pull in? This is the kind of project that's only worthwhile if you have a lot of someone else's money to spend. This is just a transfer of money from EU taxpayers in general to the shareholders of a (probably well connected) company.
It suddenly occurs to me that the people who can't afford to pay for TV will have to find something else to do besides watch the boob tube all day. That can't be a bad thing.
Thankfully, if they can't afford a TV they probably can't afford a computer. Can you imagine what all the intarwebs and usernets would be like if anybody could post on them?
I think I'd use it as a check device to see if the "local" translator was lying to me. If the difference is blatant, then maybe I'd find another translator.
