Thats all down to the tarif, most require you to bide by the contract for a minimum time (which you can still cancel in the UK by the bank) basically after that minimum time has passed you "legally" own the phone.
In the UK you can walk into a shop and buy a phone without a contract and buy credit from the shop.

Yeah a security feature to make sure nobody (including yourself) can't view the complete file. Its a shame Open Source software does not have this feature to compete with Microsoft.
